Converts EnhancedNumberValidators to and from XML.

The valid XML representation of an EnhancedNumberValidator is:

 max="Maximum Value"
 step="Step Value"
 precision="Precision Value"
 validatorId="Validator Id"
/>

The "min", "max", "step", and "precision" XML attributes are all optional.
