Detailed Description

Generate a random vector.

targ_vec(i) <- rand(lbnd,ubnd), i = 1...n.

This transformation operator sets the elements of a vector to random numbers between the lower bound lbnd and the upper bound ubnd using the standard C function rand().

This operator is only defined for a self transformation (num_vecs == 0).
